The report, which is being made public almost 20 months after the tragic event that claimed the lives of 19 students and two teachers, blames specific officers for their inadequate response.

This report provides the most detailed account of what transpired during the shooting, although much of it was already known through previous investigations conducted by CNN. A family member of a Robb Elementary student provided CNN with a copy of the report, and it is expected to be officially released later today.

In no uncertain terms, the Justice Department report concludes that the response to the mass shooting was a failure. It documents how law enforcement officers quickly arrived at the scene and approached the sound of gunfire, but then inexplicably halted their progress upon reaching the classrooms where the shooter was targeting fourth-grade students and educators. It took a staggering 77 minutes from the time the shooter entered the school until he was finally stopped.

According to the report, the officers should have recognized the incident as an active shooter scenario and continued to move forward until they entered the room and neutralized the threat. However, they failed to do so. Instead, as more officers arrived and the signs of ongoing danger multiplied, responders began treating the situation as a “barricaded suspect” operation that did not require immediate action. The report identifies this as the single most critical tactical failure.

The US Justice Department is set to release the findings of its investigation into the law enforcement response to the Uvalde school massacre on Thursday. Attorney General Merrick Garland met with the families of the victims in Texas to provide them with a briefing on the report’s content. The release of this report comes almost 20 months after the tragic shooting, leaving the community still seeking answers as to why it took over 370 law enforcement officers more than 77 minutes to stop the gunman.

Alfred Garza III, whose daughter Amerie Jo Garza was among those killed, expressed hope that the report would provide insight into the events of that day. He emphasized the families’ desire for accountability and justice.

The report aims to provide an independent account of law enforcement actions and responses, identify lessons learned and best practices for responding to active shooter events, and offer guidance for community safety and engagement. However, the specific details of the report were not disclosed during the meeting with the families.
