State Takeover of HISD and School Vouchers Under Scrutiny at AFT National Convention

The state takeover of the Houston Independent School District (HISD) has become a major point of concern, drawing the attention of educators nationwide who have gathered in Houston for the American Federation of Teachers (AFT) national convention. The convention, which begins on Monday at the George R. Brown Convention Center, is set to address various issues in education. However, before the official start, the AFT organized a pre-convention panel discussion on Sunday, which focused on the HISD takeover.

During the panel discussion, there was unanimous criticism of the state takeover. Zeph Capo, president of the Texas American Federation of Teachers, referred to it as a “power grab.” Jessica Campos, a parent with three daughters attending HISD schools, expressed her frustration with the loss of community and resources since the state-appointed superintendent took over. She stated that parents are no longer allowed to communicate with teachers and their library has been taken away.

Superintendent Mike Miles, who took charge of HISD in June, had previously highlighted the improvements in high school test scores under his leadership. However, doubts were raised during the panel discussion about the authenticity of these scores and whether students are actually performing better. Capo called for a more in-depth analysis before drawing conclusions about the effectiveness of Miles’ initiatives.

In addition to concerns about the HISD takeover, the AFT is also focusing on school vouchers, which are public funds given to families to use towards private school tuition. While Texas currently does not have a school voucher program, Governor Greg Abbott has expressed support for one. The teachers union fears that vouchers could be introduced when the legislature convenes next year. Josh Cowen, an education policy professor at Michigan State University, explained that vouchers tend to benefit lower-quality private schools rather than elite academies.

The debate surrounding the HISD takeover and school vouchers reflects the ongoing challenges and controversies in education policy. As educators gather at the AFT convention, it is clear that these issues will continue to be at the forefront of discussions, with the aim of finding solutions that prioritize the well-being and success of students.
