The dispute escalated when the city discovered an advertisement for a May 2023 event targeted at entrepreneurs. Franklin claimed that he had held a house party free of charge, but the city presented evidence showing that tickets were sold for $100. This contradiction led the city to issue a cease and desist order, demanding that Franklin stop hosting events at the property.

Despite the cease and desist order, Franklin and his associates continued to advertise for another event scheduled for September. This ongoing defiance further fueled the legal battle between the city and DV1.

In addition to the zoning concerns, Franklin and the LLC faced another legal issue. Court records revealed that they were sued for tax delinquency in 2022, with Franklin owing nearly a quarter of the property taxes. However, the taxes were eventually paid in 2023, resulting in the dismissal of the case.
