Investigation Underway into Jail Brawl, Raising Concerns of Excessive Force

An internal affairs investigation has been launched into a violent brawl that took place at the Harris County jail in Texas. The incident, which was caught on camera, involved an inmate, D’Alessandro Chavez-Sandoval, and detention officers. The disturbing footage shows a verbal exchange escalating into chaos, with punches being thrown.

The video, released on Sunday, has raised concerns of excessive force. Chavez-Sandoval’s attorney, Randall Kallinen, described the incident as “very crystal clear” and stated that it is evident that excessive force was used. In a second video obtained by ABC13, Chavez-Sandoval is seen being taken away with a bloodied face.

The incident occurred on January 19, 2024, at the Joint Processing Center in downtown Houston. Chavez-Sandoval, a 21-year-old inmate, had been arrested for a parole violation related to a robbery conviction from his juvenile years. Kallinen revealed that his client drew the guard’s attention by laughing and talking before the punches were thrown.

Kallinen pointed out that the entire altercation unfolded in less than 10 seconds. Chavez-Sandoval fought back as more guards rushed in to intervene. Following the brawl, he was charged with assault on a public servant. However, on Monday, the charge was dismissed due to insufficient evidence.

In response to the incident, Kallinen has requested that the Harris County District Attorney’s Office Civil Rights Division conduct an investigation. He believes that the use of excessive force by the guards needs to be thoroughly examined.

Chavez-Sandoval remains in jail due to the parole violation. The Harris County Sheriff’s Office released a statement confirming that he received medical treatment and was cleared by medical personnel before being placed in a holding cell. The detention officer involved in the altercation also sustained injuries but did not require hospitalization. The officer’s identity has not been disclosed, and they continue to be employed by the HCSO.

As the investigation unfolds, concerns about excessive force and the treatment of inmates within the Harris County jail system are being raised. The incident serves as a reminder of the importance of transparency and accountability within correctional facilities. It remains to be seen what actions will be taken to address these concerns and ensure the safety and well-being of both inmates and detention officers.
