Shocking Report Reveals Gaps in Harris County’s Response to Sexual Assaults

HARRIS COUNTY, Texas – A recent report has exposed significant gaps in Harris County’s response times to sexual assaults, highlighting the lack of resources and empathy for survivors.

A Flawed Justice System

Marlecia Price, a survivor of sexual assault, compared navigating the justice system to walking down a long hallway paved with thorn bushes. She expressed disappointment in the lack of support and delays in her own case, which has yet to go to trial.

“I thought it would be like an episode of ‘Special Victims Unit,’ where you report a crime and the attorneys immediately guide you through the process. But that is far from the truth,” Price shared during a press conference.

Inadequate Investigation and Conviction Rates

The report revealed alarming statistics regarding the handling of sexual offense cases in Harris County. In 2022, the Harris County Sheriff’s Office received 1,107 sexual offense calls, but only 169 were investigated. The Harris County District Attorney’s Office accepted charges for only 77 cases, representing a mere 7% of the total calls received.

Furthermore, out of the 494 sexual assault charges filed between 2022 and August 2023, only 60 resulted in convictions, accounting for approximately 12%. Additionally, 53 charges were dismissed, with reasons ranging from insufficient evidence to missing witnesses or at the request of the alleged victim.

Seeking Solutions

District Attorney Kim Ogg acknowledged the need for improvement, emphasizing the importance of funding laboratories, outsourcing evidence when necessary, and expediting trials. Ogg stressed that addressing the backlog of rape kits, investigations, prosecutions, and appeals requires an increase in personnel.

Houston Police Chief Troy Finner expressed his sadness at the underreporting of sexual assault cases and pledged to do everything possible to address the issue.

Cultivating Change

Addressing the alarming sexual assault statistics in Harris County will require more than just allocating resources. It demands a cultural shift that encourages survivors to come forward and supports them throughout the legal process.

Marlecia Price emphasized the importance of speaking up and breaking the silence surrounding sexual assault. She compared it to laying bricks, with each survivor making it easier for the next person to seek justice.
