Neighbors were appalled when they saw the video on Monday. One neighbor exclaimed, “That was gross,” while another said, “Holy cow, that’s horrible.” The footage shows a woman approaching a small dog that is cowering in fear. She kicks the dog twice before it runs away, and then she walks back inside the apartment.
Concerns About the Dog’s Well-being
Ann Isler, who lives across the street from where the incident took place, stated that she often sees the dog off leash. She wasn’t surprised when she witnessed animal control arriving at the scene. Isler expressed her disbelief, saying, “What is wrong with her?” referring to the person seen kicking the dog in the surveillance video.
Legal Consequences
The woman captured in the surveillance video has been charged with animal cruelty, as confirmed by Lowell police. She is scheduled to be arraigned in Lowell District Court on Tuesday morning. Meanwhile, the dog is currently in the custody of animal control.
